Details About Foreign Regional Registration Process

Students and foreign nationals coming to India for study or other purposes must register with the FRRO if they plan to stay for more than 180 days. Note that the registration must be done within 14 days of arrival in the city where the individual plans to live for a period of more than 180 days. As per this condition, it is natural for a student coming to India for their studies to register with FRRO.

Visitors who may have initially planned to stay in India for less than 180 days, but decide to do the same after some time, must register with the FRRO before the 180 days timeline expires. In addition to this, students coming from Pakistan must register within 24 hours of their arrival in the country. Here students who have an exemption under the Exemption from Police Reporting (EPR) system are not required to conform to the 24-hour policy.

Students coming to these cities can register directly at the FRRO office. Those studying in institutions outside of these cities must contact the District Superintendents of Police, who are designated Foreigners Registration Officers (FROs) in all the districts.

The FRRO permit is given to the student for the time period of their visa. For instance, a student who has a visa for three years will get an FRRO permit for three years. You can also apply for an extension of the FRRO permit, but the same must be done at least two months before the expiry of the permit. Also, the students need to submit the application for visa extension along with the FRRO permit extension letter.

Another aspect of the FRRO permit is leaving the country or being absent from the provided address. Students are supposed to stay at the address they have provided within the FRRO permit for the duration of their stay in the country. If, at times, they have to remain absent from the address for a period of 8 weeks continuously or they are departing from the country, the same information has to be furnished to the authorized representative.

The students can inform the representative in person or send a post to the registration office informing the officer about their temporary or permanent absence. Also, if the student is moving to another city, the new address should also be furnished to the representative authority. Another important detail to take care of is surrendering the FRRO registration certificate to the concerned authority before departing.

It is one of the responsibilities of international students to submit their FRRO certificate before leaving the country permanently. Students from Pakistan are not required to take permission from the FRRO office before departing. In case a student is not able to submit the permit to the office from where they have obtained the certificate, they can do the same to any other authority. However, in this case, the students have to obtain a surrender document from the authority.

Documents Required for FRRO Registration

The first step of the registration process is to gather all the documents and submit them at the FRRO office. The list of documents includes;

  • Applicant’s headshot, a high-quality closeup of the applicant’s face according to the specifications.
  • Copy of the student’s passport and visa.
  • Proof of residence in India (details of the location where the student will live in the country).
  • Joining letter from the institute the student will be studying at in India. This is in the form of a Bonafide Certificate or Form S.
  • Copy of the admission letter and registration folio.

The residence proof is one of the most important documents a student needs to submit to the FRRO. Understand the following details about the same;

Rented house, apartment, or flat A notarized rental agreement for the entire period of the student’s stay in the city. A tenant verification document from the local police station. Photocopy of the latest utility bill, including the water or electricity bill. Make sure the bill is in the name of the house owner. Photocopy of the house owner’s ID proof.
Paying Guest Accommodation An official letter signed by the house owner mentions that the student is staying in the house as a personal guest. The letter shall mention the address and phone number. Photocopy of the latest utility bill (electricity or water), which shall be in the name of the house owner. Photocopy of the ID proof of the house owner.
Bread and Breakfast The B&B must be registered as a guesthouse with the local police station or FRRO. A ‘C’ form is to be provided by the guesthouse for the entire period of the student’s stay in the city.

Online Registration Process for FRRO

Students can also complete the FRRO registration process online from their homes. For this, they need to create an account on the FRRO website using their email ID and mobile number. It’s necessary to have an Indian mobile number for this purpose. Even though giving the phone number is not mandatory, doing so will help you stay updated with the news and important information.

Once the initial registration is done, the student needs to fill in the personal information and upload their photographs and other required documents. Once the submission of the documents is complete, the student will receive communication directly from the FRRO officer. After approval, the FRRO permit will be sent to the student in their email.
